Victims of Rape - Who Cares?

The Victims of Crime Charter has been promulgated by the Hong Kong SAR Government. This paper describes the services currently available to victims of rape and finds appalling loopholes and inadequacies in both our crisis and rehabilitative care for victims of rape. It proposes a simple and well-tested solution to our current deficiencies. Only then can the Victims Charter have meaning to the victims of rape.
